What does our expertise include?

We do not simply reread documents — we model the customs clearance process to anticipate possible customs authority scenarios.

1. Analysis of the Foreign Trade Contract

The contract is the foundation. We check it for:

  • Compliance with currency regulations: so you do not face payment issues with your bank.
  • Incoterms 2020: proper allocation of risks and costs between seller and buyer. An incorrect term (for example, EXW instead of FCA) often leads to double inclusion of delivery costs in customs value.
  • Goods identification: clear descriptions, article numbers, and specifications required by Ukrainian customs.

2. Preliminary Goods Classification (UCG FEA Code)

This is the most critical stage. The code determines the duty rate (from 0% to 20% and above), certification requirements, and the risk of triggering ASAUR risk profiles (Automated Risk Analysis and Management System).

  • We select the code not “intuitively,” but based on commodity group notes and the current database of classification decisions of the Customs Service of Ukraine and the EU.
  • We assess the risk of laboratory verification and the need to obtain a preliminary classification ruling.

3. Customs Value Substantiation (Method 1)

Customs authorities control the declared value of goods. If an inspector considers the price understated, they will attempt to increase it.

  • We analyze your document package for completeness and consistency (price lists, export declarations from the country of dispatch, bank statements, and other documents according to Article 53 of the Customs Code of Ukraine).
  • We prepare a defense package to prove that the goods were purchased at exactly this price and that it is a market price.

4. Non-Tariff Regulation and Permits

Customs is not only about taxes, it is also about safety. We verify whether your goods require:

  • Certificates of conformity and declarations of conformity with technical regulations.
  • Import/export licenses.
  • SBU conclusions and export control documents (for dual-use goods).
  • Intellectual property rights registration checks (trademarks).

Why is “Document Audit” critically important?

Legislation changes constantly. Today, customs is moving to the European control model — Post-Clearance Audit.

  1. Release now — inspection later. The fact that the shipment is released at the border today does not mean the process is fully complete. Customs has the right to inspect documents for up to 3 years after delivery. If an error is found later, penalties may be accrued for the entire period. Our audit protects you in the long term.
  2. Intellectual property. Trademark registries are now integrated into customs databases. Importing branded goods without right holder authorization may lead to confiscation. We check trademarks before procurement.
  3. Sanctions restrictions. Ukraine applies sanctions and special economic restrictions, including under CMU resolutions (for example, No. 1147) and NSDC sanctions lists. Restrictions may apply to specific goods as well as manufacturers, shippers, or ultimate beneficiaries. Violating sanctions rules may result in customs clearance suspension, penalties, or confiscation. We perform advance screening of goods and counterparties.
  4. Financial monitoring. Banks and customs exchange information. A mismatch between invoice amount and transfer amount can lead to account blocking. We synchronize logistics and accounting data.
