Temporary Import and Export: Flexible Logistics Without Extra Taxes

Temporary Import and Export: Flexible Logistics Without Extra Taxes

Temporary import and export of goods

Modern business requires mobility of assets. International exhibitions, tours, equipment rental, and product testing all require cross-border movement of goods for a limited period.

Temporary import/export is an effective customs regime that allows businesses to use goods abroad or in Ukraine with full or partial exemption from customs duties. We provide accurate processing, deadline control, and protection of your financial interests.

When is this regime needed?

Temporary movement is relevant when the goods are not intended for sale in the destination country.

Typical use cases we handle:

  • Exhibitions and trade fairs: stands, samples, promotional materials.
  • Professional equipment: media production gear, installation tools, diagnostic devices.
  • Sports and culture: competition equipment, musical instruments, stage sets.
  • Rental and leasing: construction machinery and industrial equipment under operating lease contracts.
  • Packaging assets: reusable containers, pallets, tanks.
  • Testing and research: samples for non-destructive trials.

Clearance options

Depending on purpose and route, we offer two main clearance paths aligned with current customs rules and digital workflows.

1. ATA Carnet clearance

This is the gold standard for temporary import and the fastest border-crossing option. ATA Carnet acts as an international customs “goods passport”.

  • Benefits: replaces customs declaration, avoids cash deposits at the border, accepted in 75+ countries.

2. Customs declaration with guarantees

If ATA Carnet is not applicable (e.g., long-term equipment lease), declaration with financial guarantee is used.

  • Conditional full exemption for selected categories (exhibitions, professional equipment).
  • Conditional partial exemption for commercial equipment: monthly 3% of standard import tax amount.
  • Financial guarantee: we calculate required security and control its return after regime completion.

Critical points and risks

Customs rules are strict. Errors may lead to penalties or full taxation.

What we take over:

  1. Goods identification: serials, markings, photo evidence to prove same goods on return movement.
  2. Deadline control: standard term up to 3 years (with extension options). Even 1-day delay may trigger full taxation and penalties.
  3. Regime closure: final declaration to confirm obligations and secure refund of guarantees.

How we work

  1. Task analysis: contract review, goods type, and movement purpose.
  2. Strategy choice: ATA Carnet vs declaration with guarantee.
  3. Cost estimate: duties, guarantee cost, brokerage service fee.
  4. Clearance: document preparation, filing, terminal inspection support.
  5. Ongoing support: guidance during regime period and reminders before closure deadline.

Why choose us?

  • Financial safety: accurate customs value calculations without over-reserving funds.
  • Comprehensive handling: if goods move in transit, we also cover NCTS (T1).
